Updated Human Subject Research Guidelines in Effect January 21, 2019

The federal regulations all Institutional Review Boards (IRBs) are guided by will change on January 21, 2019. The updates to the Common Rule will require adjustments to the materials submitted when investigators request an IRB review as well as to UP’s IRB review schedule in December 2018 and January 2019.

Requests for new reviews received by noon on Friday, December 21, 2018 will be reviewed under the current regulations and will be governed by the Common Rule for the duration of the project. Requests for new reviews received after noon on Friday, December 21, 2018 must comply with the new regulations (also known as the “Final Rule”) and will not be adjudicated by University of Portland’s IRB until January 22, 2019 at the earliest.

Continuing reviews for any project approved prior to January 21, 2019 will continue to be governed by the Common Rule for the duration of the project. The Final Rule will govern projects approved for the first time on January 21, 2019 or later.

To familiarize yourself with the new regulations, take the “Revised Common Rule” course offered through the University’s subscription to CITIprogram.org. After registering for an account with CITI Program or adding University of Portland as another affiliate institution to your existing account, you will then be able to use the “Add a Course” button within your “University of Portland Courses” listing. In the selection process, select the “Revised Common Rule” course in the Human Subjects Research section. This course will be available until January 19, 2019; after that time the other Human Subjects Research courses available through CITIprogram.org will be updated to incorporate information about the Final Rule into all courses.
